Compressing air to 100 psig packs almost eight cubic feet of room air, and all the water vapor in it, into one. The aftercooler wrings most of that water out, but the air leaves it saturated, and it sheds more every time it cools further down the line, through an outside wall or inside a tool as the air expands. A refrigerated dryer takes the air to 38°F in a refrigerant-cooled exchanger, separates the condensate that forms, drains it, and reheats the outgoing air against the incoming stream so the pipe does not sweat. The result is a 38°F pressure dew point, ISO 8573-1 class 4, which is dry enough for any tool, cylinder, valve, spray gun or packaging machine that lives indoors. Every dryer is rated at 100 psig, 100°F inlet air and 100°F ambient; hotter air or a hotter room means a larger model, and that is where most sizing goes wrong.

The most air a dryer can ever see is what the compressor delivers, so that is the number to size from. A rotary screw delivers 4.3 to 4.6 SCFM per horsepower at 100 to 125 psig; a piston compressor 3.5 to 4. A 25 hp screw is therefore a 105 to 115 SCFM duty, and with 110°F inlet air in a 100°F compressor room the 0.80 correction factor lifts it to 135 to 145 SCFM, which is the 150 SCFM model rather than the 125.
The tools downstream do not enter into it. A plant that uses 40 percent of its compressor's output on average still gets 100 percent every time the compressor loads, and a dryer sized for the average passes wet air during every load cycle. What the tools decide is whether a cycling dryer pays back, because a cycling model sizes the same and then stops its refrigeration compressor when the load drops.
